History & Overview of Program
In 1993, the HARBEL Housing Partnership was created as a regional homeownership
program. The HARBEL Housing Partnership is affiliated with the HARBEL Community
Organization, Inc., HARBEL, Inc. was founded in 1970 as a nonprofit, 501(c)(3)
multi-service organization.
The Partnership’s goal is to provide comprehensive homeownership education and counseling and promote our communities. Our mission is to ensure that the home buyers who participate in our program become successful, long-term residents in our community.
The Partnership provides pre-purchase home buyer workshops and counseling, credit & budget counseling, and real estate professional training. Homeownership changes lives, and the Partnership is proud to play a role in making a difference.
Services
Pre-Purchase Home Buyer Workshops
A pre-purchase workshop should be the buyer’s the first step. Schedule your workshop before submitting a contract offer. The Partnership sponsors three workshops per month, two weeknight workshops and one daytime workshops.
No Saturday Workshops. The workshops are held on various days, at various locations throughout our service area. Our workshops are free of charge, but a contribution is requested.
The three-hour long workshops cover the following major topics:
• Budget, credit, savings, and mortgage payment comfort level.
• The role of the real estate agent, the house hunting process, contract
negotiation, and home inspection.
• Mortgage financing – how to choose the right mortgage program and the
mortgage process
• Mortgage and settlement assistance program options.
• Instructions on scheduling counseling and obtaining a voucher of attendance
are provided at the workshop.
Pre-Purchase and Credit Counseling
At HARBEL, pre-purchase counseling is scheduled after workshop attendance and the completion of an intake form and the collection of documentation. In addition, our credit counseling is ideal for potential home buyers who may have credit issues that must be resolved prior to applying for a loan.
NEW — Pre-Settlement Workshop
Ideal for the home buyer who wants more information about the settlement process and your life as a homeowner [home maintenance, home repairs and improvements and refinancing options]. The Pre-settlement workshop is a requirement for home buyers purchasing in Baltimore County.
